Dr. Millis has taught all aspects of physiology to medical, dental and allied health sciences students for more than thirty years. He is credited with authoring or co-authoring approximately 60 articles in peer-reviewed publications on various aspects of biomedical physiology and has co-edited two research reference books. He serves as a peer reviewer for The Journal of the National Medical Association and Life Sciences.

His most recent research, funded by a grant from the U.S. Department of Agriculture, is to identify physiological markers for obesity in African-American adolescents. He has authored a government report funded by the U.S. Army’s Surgeon General on the effects of nicotine and nicotine withdrawal that was instrumental in creating the first federal government smoke-free workplace by the Department of Defense.

He was chief scientist for the development of the federal government’s first centralized database on medical aspects of chemical and biological warfare agents and he compiled the curriculum used to train physicians and allied health personnel on chemical casualty care for the first Persian Gulf War.

He has served as the program director of scientific logistics support to the National Institute of Allergy and Infectious Diseases Vaccine Research Center and the training coordinator for a minority neuroscience fellowship program sponsored by the National Institute of Mental Health. He has also served as an evaluator for the National Institute of Mental Health’s Protection and Advocacy for Individuals with Mental Illness program and as a consultant to the National Institute of Drug Abuse on AIDS cofactors.

He has worked in Ethiopia with the Ethiopian Armed Forces to help develop the first physician’s assistant training program in sub-Saharan Africa under the auspices of a health capacity building grant from the National of Institutes of Health and with the International Center for Insect Physiology & Ecology to train biology teachers how to use computer technology for teaching critical-thinking and scientific problem-solving. He has also worked in Rwanda under the auspices of a political conflict management and capacity building grant from the Agency for International Development where he taught the use of computers for scientific problem-solving after decimation of the faculty of the National University of Rwanda by the Rwandan genocide.

He has been listed in the Who’s Who Among America’s Teachers and has received numerous merit awards for outstanding teaching and research and distinguished author’s awards by Howard University. Dr. Millis’ working hypothesis on medical education is that the complexity of delivering quality undergraduate medical education requires the continuity of training students in medical problem-solving skills throughout all four years of the medical curriculum.

He has used recent breakthroughs in computer technology to develop a computer-based course in general biology at the College of Southern Maryland, to present selected topics in medical pathophysiology to physician assistant and physical therapy undergraduate students at Shenandoah University and to achieve integration and greater reliance on critical-thinking and problem-solving for classroom instruction at the Howard University College of Medicine.

He has utilized several awards by the Howard University Fund for Academic Excellence for procuring computer software licenses to make computer programs which simulate physiological processes available to students and faculty. His notable innovations in teaching include the extensive use of computer simulations of physiological processes and medical cases which integrate real-life clinical problem-solving skills into preclinical and clinical medical science courses.
